I used to be addicted to decorating shows. I've switched to much trashier reality TV now, but I still love to decorate and always wanted one of those huge color swatch slabs you see all the decorators flipping through to choose their color palettes. So every time we went to the hardware store (or anywhere they had paint) I picked up a few (okay a row or two) of swatches and tucked them into a recipe box until I had a whole collection! You could take them all at once, I felt a bit weird like I was stealing or something, but this is what they are there for I guess.
I picked up a couple ring binder thingies (technical name) in the office supply section, put all my swatches in order and punched a hole in the top of each strip. I had to make three little piles for them to fit on my rings but now when I need to choose a color I can skip the part of running for swatches, and I use it for more than just painting when I need a color combo visual.

i love the way these look! very useful too!
I've always wanted to do this, but feel like I'm "stealing" too. Even though they are free. I just may have to do this now that I know I'm not the only one with this feeling! LOL! Love it!
I made one of these before I moved to Manila, Philippines in 2003. At their Ace Hardware stores there, you can't take any of their paint chip books home, nor do they maintain free paint chip cards. The book I made, identical to yours, allowed me to match colors I wanted in my home plus all the cards have the recipe for the mix on the back. Aren't we smart gals?!
